JoEllen Turley Foutz graduated from Brigham Young University in 1988 with a bachelor's degree in music performance in and a master's degree in music performance in 1991.

A saxophonist, she was a faculty member in the School of Music. She has toured with the BYU Wind Symphony, both as a member of the ensemble and as a soloist, in England, Wales, Taiwan, Hong Kong, China, New Zealand, and Australia. She has also toured with Synthesis to Europe and to the former Soviet Union. She has performed solos and saxophone quartets at numerous regional conventions of the North American Saxophone Alliance and has performed in several musical theatre orchestras, including the Sundance Summer Theater.

She also worked as an academic advisor for the College of Fine Arts and Communications.
